Report on the Remedial Investigation Feasibility Study September 1996
Purpose and Scope
The Technical Advisor's role is to review Remedial documents for the host
organization, the Pi-Pa-Tag group. This report contains an examination of the
Remedial Investigation design, comments on the Remedial Investigation data and a
discussion of the investigation's finding pertaining to the feasibility options.
This review is part of an ongoing process of community oversight of the Stauffer
Tarpon Springs Superfund Site. Data collection at this site continues throughout
the Remedial Action, consequently, some comments and criticisms presented here
can change as new information and studies become available. The Remedial Investigation or "RI," contains a series of studies
on the surface soils, subsurface soils, groundwater, river sediments and surface
waters. These studies comprise raw data on the amounts and types of chemicals,
and predictions on future chemical movements. In addition, there are modeling
studies that attempt to predict the long-term effects of the site on people,
plants, and animals. In addition to the 15 volumes of documents related directly
to the RI/FS this review also utilized information from the U.S. Department of
the Interiors Groundwater Manual and Earth Manual; the Environmental Protection
Agencies Superfund Public Health Evaluation; models and statistics from the
National Institute of Environmental Health Sciences; and published papers from a
variety of scientific journals. These references contain information related to
observations and views made in connection with this review. The goal of this report is to critically examine conclusions reached in
the RI since these conclusions are used to formulate the treatment. The authors
assume validity of the reported data. The Technical Assistance Report
concentrates instead on the experimental design and breadth of the conclusions.
Simply put: does the data fully support their choice of a treatment; and, if
not, what needs to be done? This report is divided into separate sections
covering Remedial Investigation events and Feasibility review. An Executive
Summary provides a condensed version of the report's findings. Page 4 |
